Saturated steam carries no counter-pressure, which is why it is limited to rigid containers that can take the internal pressure themselves. The steam-air blend check uses the 75:25 to 95:5 working band published by the United States Food Safety and Inspection Service; a blend inside the band still has to be proven on your vessel by a documented temperature distribution.
